Biography
Anabel Fraga is Associate Professor at Universidad Carlos III de Madrid (UC3M), a Computer and
Systems Engineer professional with a formal education in Computer Science, Networks,
eCommerce, Technical Leadership, and Technology and Information-Knowledge Science. She is
expert in Semantics and interoperability. She has more than twenty-six years of experience.
Moreover, she has diverse experience with solid results in the private and public sectors and
academia, spanning project management and technical leadership. Anabel is creative, goaloriented, kind and follows the team’s synergies as a teamwork advocate. She obtained the Ecommerce and Networks MSc., a Diploma of Advance Studies, and a Ph.D. in Computer Science and
Information Systems at the UC3M. Joined with her engineering degree, she obtained highly trained
skills in analytics, engineering fundamentals, and system thinking vision. She practices innovative
learning methodologies based on projects applied to the real world. She wants to build
relationships, a team motivated, and do new kinds of work, improving humanity in her classes and
her career at all levels. In that sense, empathizing, being kind, and looking for the best is how she
moves forward, inspiring others to become better human beings every day at work, in classes, and
on projects. It is a holistic view!
She is in the top 4% of outstanding professors and the top 25% of researchers at the University with
extensive publications in international journals and conferences. Moreover, she received several
letters of congratulation from the university for the high assessment acquired from students in her
classes. The students value her clarity of explanation, the diversity of learning resources, and the elearning tools used to have a complete understanding of the subject. She mentors at least four
students with neurodiversity every semester and helps them mediate with other professors and
administration at the University.
Anabel Fraga has been involved in professional international societies since 2010, such as INCOSE,
CSTA, OMG, and SEPLN. And since 2023, Anabel has been a professional member of SWE (Society
of Women Engineers). She is also certified in ININ (interactive Intelligence), ITIL, ISO20000, and
INCOSE CSEP.
Furthermore, she has served actively with outstanding service to INCOSE. Anabel Fraga is Associate
Director of Technical Review at INCOSE (2025-2026), the Deputy Associate Director of Technical
Review at INCOSE (2023-2025), where she helps with the technical review protocols and processes
for events and technical products. She is a Cohort 6 inducted member of the Technical Leadership
Institute after the two-year learning program to acquire the skills and awareness of leadership in a
joint journey with colleagues from worldwide (2020-2022). Also, she is president elect of the
INCOSE Chapter of Spain (2025-2027), and she was Technical Director (2023-2025) and past
president of the INCOSE Chapter of Spain (2022-2023), the INCOSE Technical Program Committee
co-chair of the IS2023 event, the INCOSE EMEA (Europe, Middle East, and Africa) WS 2021 Event
Chair, the INCOSE EMEA WSEC 2023 Event Chair, the INCOSE EMEA Associate Director of Events,
and the INCOSE EWLSE EMA lead (Empowering Women Leaders in Systems Engineering).
Moreover, she was recipient of the SWE APEX Distinguished Engineering Educator Award 2023,
INCOSE Outstanding Service Award 2024, and II Spanish Platform for Engineering and Security (PESI)
Award for Women in Security and Engineering 2023.
She has been an active member of INCOSE, leading the Systems Engineering chapter in Spain (AEIS),
consolidating the roles of the chapter, increasing the visibility of the Systems Engineering in Spain,
creating new partnerships, and attracting new organizations and academia to the CAB (Corporate
Advisory Board) of the chapter increasing in more than double the size of the CAB and starting
annual meetings between the chapter board and the CAB members every year to align academia,
industry, and the chapter on Systems Engineering initiatives in Spain. Also, the opportunity to
spread kindness in her community is an extra value she wants to give to society. Her ability to work
hard, dedication, humbleness, kindness even in most hard situations, ethics, and trust allowed her
to demonstrate results of significant impact on the organizations she has been working with and all
the industrial partners that she collaborates with due to the European and international research
projects she led and continue leading at the moment, inspiring to excellence adapting the resources
provided, expanding the knowledge, working hard, keeping others in mind, and creating a
comfortable environment for working and learning to achieve all the goals always giving more than
expected.
VISION
Through her participation in INCOSE and other councils, she motivates people to choose
engineering as a profession and contribute to society through technological advances to build a
better world for all of us and future generations. Anabel believes that incorporating diversity,
equity, compassion, empathy, and inclusion is not a matter of discussion; it shall be a reality
nowadays, and she incorporates that in all her multifaceted positions.
Anabel Fraga, as INCOSE Director at Large, envisions the future of Systems Engineering as ONE
international united community, and she will help in that way to:
- Create awareness of INCOSE as a trusted provider of knowledge for Systems Engineers, serving
as an active advocate and ambassador of INCOSE worldwide.
- Help INCOSE to be a stronger and diverse engaged community with solid values and ethics that
could be spread globally.
- Support alliances between academia and industry to harmonize and balance strategic thinking
having in mind the INCOSE Vision 2035 to create a better discipline showing as a result a better
image of INCOSE worldwide.
- Provide my knowledge as academic and my industrial experience to improve the collective
learning of the discipline and its dissemination with high quality standards. That, will help to
boost the relationship with the knowledge centers.
- Incorporate diversity, equity, compassion, empathy, and inclusion as part of the strategic
thinking to achieve better results and better decisions.
