Leveraging my extensive leadership experience in engineering strategy and execution across
diverse, global teams, combined with my deep commitment to workforce development and
systems engineering education, I envision advancing INCOSE’s mission by fostering stronger
collaboration between industry, academia, and government. My goal is to help cultivate a
globally connected and highly skilled systems engineering community that drives innovation and
delivers impactful solutions to complex challenges.
Recognizing that the rapid pace of technological innovation is outpacing traditional engineering
methodologies, I am passionate about helping INCOSE and the broader industry evolve and
adapt. By promoting the integration of emerging digital engineering practices, agile methods,
and innovative tools, I aim to support systems engineering as a critical enabler of innovation—
empowering organizations to design and deliver complex systems more effectively and
efficiently.
Drawing on my experience as Boeing’s Executive Focal to INCOSE and as a commissioner
focused on workforce maturity, I am committed to aligning educational initiatives and economic
investments to build a resilient, future-ready systems engineering workforce capable of meeting
these evolving challenges.
Through these efforts, I seek to empower INCOSE to be the premier catalyst for systems
engineering excellence worldwide, ensuring the discipline continues to evolve and drive
innovation in an increasingly complex and interconnected world.
Biography
Jeff Anderson is the Senior Director of Engineering for Boeing Defense Oklahoma City within
the Mobility, Surveillance and Bombers Division of The Boeing Company. In this role, Jeff
serves as the Director of Engineering responsible for strategy, technology development, and
overall engineering execution in support of many aircraft platforms used by the US and its allies
including the Boeing Airborne Early Warning & Control (AEW&C) E-7 programs, Airborne
Warning and Control Systems (AWACS) E-3 programs, Executive Transport Services and
Support (ETS&S) programs, KC-46 Tanker programs, P-8 Poseidon programs, and Bomber
programs.
Jeff leads a diverse, global engineering team spanning Boeing India, Boeing Poland, Boeing
Australia, and Boeing UK, ensuring alignment and execution of the MS&B work statement
across these international locations.
In addition to his Boeing responsibilities, Jeff serves as the Executive Focal to the International
Council on Systems Engineering (INCOSE) on behalf of Boeing since 2023, fostering
collaboration and partnership in the advancement of systems engineering within Boeing
alongside advancement within industry.
Jeff also contributes to workforce development and economic growth in the state of Oklahoma as
a commissioner on the Oklahoma Workforce Commission, a position to which he was nominated
by the Oklahoma Governor. In this role, he supports workforce maturity initiatives, educational
alignment, and economic investment strategies to strengthen the state's workforce.
Previously, Jeff served as Chief Engineer for AWACS, AEWC, and ETSS programs. He has also
led the Digital Engineering effort for Boeing Oklahoma City. His earlier roles also include time
serving as a Supplier Program Manager, managing a Product Support organization, and as an
Integrated Product Team leader.
Jeff is currently in the dissertation phase of his PhD in Systems Engineering. He holds a Master
of Science in System Architecture and Engineering from the University of Southern California
and a Bachelor of Science in Mechanical Engineering from the University of Oklahoma.
