Bernardo Delicado, PhD, ESEP, has served as the Board's Outreach Director since January 2024. In this role, he is responsible for developing and implementing strategies to enhance the organization's visibility and engagement with key external stakeholders, building strong relationships, promoting INCOSE’s mission and values, and driving community outreach initiatives to support its goals.

He has actively contributed to the System of Systems WG, SE Competency WG, and Systems Science WG. In recent years, he has held voluntary roles as an editor for the Systems Engineering Body of Knowledge (SEBoK), editor for the INCOSE SE Handbook 5th Edition, reviewer of the ISO/IEC/IEEE 15288 standard, and responsible for the Academic Equivalency Program in the Certification Advisory Group (CAG).

Bernardo has been a professional systems engineer for 32 years in the aerospace and defense sector. He spent eight years at INTA, Spain's aerospace research institute, working on European projects with ESA, NASA, DLR, NLR, and ONERA. Then, he worked for twelve years at Airbus Defense and Space in various systems engineering roles within military aircraft programs in the UK, France, Germany, Italy, and Spain. In 2011, he became Engineering Director at MBDA Missile Systems (Airbus Group), working with multinational teams in France and the UK. In March 2020, he joined Indra Sistemas as Engineering Director for the FCAS Program, a tri-national initiative, and since January 2023, he has been one of their internal advisors in Systems Engineering.

He is an Expert Systems Engineering Professional (ESEP) with a PhD in Interdisciplinary Engineering, an M.S. in Physics, and a B.S. in Aerospace Engineering.
